On the night of May 17, an 82-year-old woman in Di An City, Binh Duong, was bitten to death by a 30 kg Pitbull dog. While the daughter was walking the dog on the porch, the old woman screamed from the house and was bitten in the face by the dog. Relatives rushed to intervene but did not arrive in time, the victim died about two minutes later.
On the night of August 28 last year, in Hoang Hoa District, Thanh Hoa Province, while feeding the dog, the owner was suddenly attacked by a 40 kg Pitbull dog, biting the body several times. After 2 days of treatment, because the wound was so severe, the victim did not survive.
Also last year, on July 22, an 8-year-old boy in Binh Phuoc was attacked by a Pitbull dog weighing more than 30 kg, chained behind a neighbor’s house, and lashed out, biting his hand and neck. Due to the serious injuries, the boy died on the way to the hospital.
Similar incidents happened in previous years when people started to breed ferocious dogs. Victims are often seriously injured and die.

Elaboration of a Circular on the management of dogs and cats
In the list of the 10 most dangerous dog breeds for humans, the Pitbull ranks first. After these events, in forums, many people and experts proposed that Vietnam should ban feral dogs. If not prohibited, it is necessary to consider placing in a special form of management and control. The person responsible for the Department of Livestock Production at the Ministry of Agriculture and Rural Development said that the unit plans to draw up a new circular on the management of dogs and cats.
Mr. Duong Tat Thang – Director of Livestock Production Department, Ministry of Agriculture and Rural Development – said, “Regarding the handling of dogs and cats, the Animal Husbandry Law and the Veterinary Medicine Law have strict handling regulations. If a dog is bred in the area, it is mandatory to declare, fully vaccinated, muzzle when leaving. of Agriculture and Rural Development, the Department of Livestock Production is currently developing another circular on animal management, with cats and dogs, to be issued in late 2023 or early 2024”.
The Department of Livestock Production also said that the unit will be based on legal documents, scientific bases, practical bases and international practices to define management measures for aggressive canine breeding in order to minimize damage to people and communities.
The law currently stipulates that dog and cat owners are required to vaccinate their animals against rabies; If you don’t muzzle your dog or don’t keep your dog on a leash, don’t have someone to walk your dog in public, you could be fined from VND 1,000,000 to VND 2,000,000.
In the event that aggressive dogs attack other people, the owner of the dog will have to compensate the damage caused to the person attacked, even depending on the extent of the damage, the owner may be held criminally liable.
