The Ministry of Public Security has submitted a draft law on road traffic order and safety to the Ministry of Justice for evaluation. The bill is expected to be presented for consideration in the sixth session of the National Assembly (end of 2023).
Government proposes to give details of category and duration of driving license
Notably, in the latest draft of the law relating to driving licences, there is no detailed division of driving license classes as in the draft law consulted in July.
In the old draft law, the Ministry of Public Security proposed to classify the new driving license. Specifically, it is proposed to scrap the existing A1, A4, B1, B2, E, FE, FC driving licenses and replace them with classes A, A3, B, C1, C.
And in the latest draft law sent to the Ministry of Justice for evaluation, the classification content has been removed, only setting out the principle of classification of driver’s licenses. This is to ensure flexibility in the event of changes in relevant international treaties of which Vietnam is a member.
The draft also prescribes the duration of certain types of driving licences. Along with this, it is proposed that the government should give details of the category of driving license and the duration of driving license.

Draft new rules on driving age

The maximum age for drivers of passenger cars with more than 30 seats is 50 years for women and 55 years for men.
