Vehicles permitted to enter the expressway during the temporary operation period include: cars, passenger cars, trucks up to 10 tonnes with a maximum speed of 80 km/h, minimum speed of 60 km/h.

Highway 45 – Nghi Son

This project has been invested by Project Management Board 2 (Ministry of Transport), which will start operation from July 2021.
The starting point of the project is in Tan Phuc Commune, Nong Cong District, after the Mae Son Expressway Project – National Highway 45; The end point is in Tan Truong Commune, Nghi Son City, adjacent to the Nghi Son-Dien Chau Expressway.

Nghi Son – Dien Chau Expressway
50 km long (6.5 km in Thanh Hoa area, 43.5 km in Nghe An area) with a total investment of more than 7,293 billion VND from public investment capital. This project is invested by Project Management Board 6 (Ministry of Transport). Construction of the project will begin in July 2021.
This highway section has a connection point with National Highway 45 – Nghi Son in Tan Truong commune, Nghi Son city, Thanh Hoa province; The end point intersects with National Highway 7 in Dien Cat Commune, Dien Chau District, Nghe An Province (it is also the starting point of the Dien Chau-Bai Vot Expressway under construction).

Phase 1, Nghi Son – Dien Chau Expressway has 4 lanes (each lane is 3.5 meters wide), no continuous emergency stopping lanes (only a few emergency stops), 17 meter roadbed, road surface 16 meters wide, design speed 80 km/h. When completing this highway section, investment will be made in 6 lanes, 32.25 m roadbed, design speed ranging from 100 km/h – 120 km/h.
The Nghi Son – Dien Chau Expressway section has 3 intersections connecting to national highways including: Quản Vinh Crossroads, connecting to National Highway 48D at Quản Vinh Commune, Hoang Mai city, Nghe An; The Quyin My Crossroads connects to National Highway 48B at Quyin Mai Commune, Quyin Lu District, Nghe An and the intersection connects to National Highway 7 at Dien Cat Commune, Dien Chau District, Nghe An.

The entire Nghi Son – Din Chau Expressway has 22 bridges, including 8 overpasses and 14 bridges on the main road.
The highlight of the Nghi Son – Dien Chau Expressway is the 450 meter long Truong Vinh Tunnel through the Mong Ga Mountains on the Thanh Hoa – Nghe An border. The tunnel is invested in two 12.5 meter wide tunnel tubes, each tube arranged in 3 lanes.
National Highway 45 – Nghi Son and Nghi Son – Din Chau Expressway projects are both component projects of the Eastern North – South Expressway Project in the period 2017 – 2020 (comprising 11 component projects). Initially, both these projects were invested in the Public-Private Partnership (PPP) mode but investors could not be selected. Therefore, the National Assembly transferred both of these projects to public investment.

From September 1, with the exploitation of the last 9.7 km of Mae Son Expressway – National Highway 45 (continuing National Highway 45 – Nghi Son) and National Highway 45 – Nghi Son, Nghi Son – Dien Chau, North – South Eastern Expressway uninterrupted. From Hai Chi Lang (Lang Son) to Dien Chau (Nghe An) with a length of more than 375 km (including 14 km of Hanoi Belt 3).
Currently, under normal traffic conditions, cars travel from Dien Chau (Nghe An) to Phap Van (Hanoi) in just over 4 hours. Because the Dien Chau – Bai Vot Expressway project has not yet opened to traffic, vehicles from National Highway 1 connect to the Nghi Son – Dien Chau Expressway at Dien Cat intersection (Dien Chau District) via National Highway 7.
The Ministry of Transport said it will continue to request investors to direct contractors to quickly complete and put into operation the remaining restoration items such as public access roads and drainage systems, thereby smoothening the process of synchronous exploitation of the project.
