The 2023 Competition for Good Advisory Officials – Skilled Mass Mobilization is directed by the Mass Mobilization Committee of the Ho Chi Minh City Party Committee and the Party Committee of the Ho Chi Minh City People’s Committee. Administrative reforms are being implemented by the units in an increasingly synchronized and systematic manner. Focus on reducing resolution time, implementing information technology, digital transformation and online public services at level 3-4, increasing transparency and convenience for people and businesses.
We hope that we will have a team of qualified, capable and courageous officials to meet the requirements in the new situation, aiming to make Ho Chi Minh City a smart, civilized, modern and compassionate city.

Mr. Dien said that the movement of skilled people associated with the motto “people know, people discuss, people do, people investigate, people monitor, people enjoy” is increasingly being promoted. .
So that people’s resources and creativity can be mobilized to participate in the discussions. In many places, people are willing to donate land, give money to upgrade public works, and participate in building a clean and strong political system.
“The purpose of the competition is to improve the quality of the work of the masses, and further promote the role of cadres, Party members, civil servants and public employees in the state administrative apparatus and city armed forces,” Mr Dayan said.

Many new features of the competition
This year’s competition expanded to five competition tables. Group A includes candidates from party agencies, Fatherland Front and socio-political organizations, Red Cross of the districts and Thu Duc City.
Group B are candidates from the government sector of administrative agencies and public service units in the districts and Thu Duc city.
Table C is for candidates from departments, branches and branches of the Ho Chi Minh City People’s – Government – Party Bloc.
Group D is for candidates from upper-level Party committee agencies directly under the Ho Chi Minh City Party Committee (except the Party Committee of Ho Chi Minh City’s civilian – political – party, police, military and border guards).
Group E is candidates working in Ho Chi Minh City armed forces agencies.

3 online qualifying rounds
The competition qualifying round consists of three online competitions. Phase 1 (27 October to 3 November), Phase 2 (4 November to 10 November) and Phase 3 (11 November to 17 November). In each examination round, candidates can appear for a maximum of two times.
Each exam consists of 25 questions, taken in 25 minutes. The Organizing Committee will select 100 competitors (20 competitors/table) with the best results to enter the final round.
