According to Yonhap News Agency, on the evening of August 3, the International Criminal Investigation Department under the Seoul Central District Prosecutor’s Office announced the final fine for Mr. Kim Do Hyun, the former Korean ambassador to Vietnam (period) 2018-2019), on corrupt practices.

According to the Kim Young Ran Law – Korea’s anti-corruption law, during his tenure as the Korean ambassador to Vietnam from 2018 to 2019, Mr. Kim repeatedly engaged in corrupt acts.

In October 2018, Mr. Kim and his family received support for airfare, hotel expenses and a golf set when attending an opening ceremony at a golf course in Vietnam.

At the same time, he is also accused of receiving expensive phones from a unit in Vietnam.

At that time, according to HwaHyun Law Firm, Kim’s receipt of a pre-paid air ticket, accompanied by an invitation, could be considered an exception under article 8.3.6 of the Anti-Corruption Act.

The company assessed that Mr. Kim did not intend to keep the golf net (installed while he was away and returned).

The plane ticket was transferred by him to an employee of the Korean Embassy in Vietnam, who returned it to the donor.

However, in March 2019, the Korean Ministry of Foreign Affairs noticed violations in a periodical audit and filed a complaint with the Korean prosecutor’s office.

Kim denied the allegations and filed an administrative lawsuit, but the Central Disciplinary Commission of Korea made the decision to fire him in June 2019.

South Korea’s Ministry of Manpower Management (MPM) made the decision on disciplinary action against Kim after a hearing held by the ministry in May 2019. Soon after, the Korean Ministry of Foreign Affairs recalled him home and appointed another ambassador to Vietnam.

According to the final statement on August 3, Kim will have to pay an administrative fine of 5 million won (about 3,800 USD).

Before becoming CEO of international cooperation department of Samsung Electronics in 2012, Mr. Kim Do Hyun passed the civil service exam of the Ministry of Foreign Affairs of Korea in 1993 and started working in the Ministry of Foreign Affairs of the country. .

In April 2018, he was selected as the Korean ambassador to Vietnam until he was fired for alleged corruption in mid-2019.

In addition, Mr. Kim is also said to be arrogant and domineering towards other employees and officials during his time as ambassador to Vietnam.
