The Hanoi Department of Education and Training notes that, for the operating expenses of the representative board of students’ parents, the provisions of Article 10 of Circular No. 55/2011/TT-BGDDT of the Ministry of Education and Training shall be complied with. Create and promulgate the Charter of the Board of Representatives of Students’ Parents. Schools absolutely must not take advantage of the name of the representative board of students’ parents to collect revenues other than those specified in this circular.

The representative board of the student’s parents is only allowed to collect fees for direct service to the activities of the student’s representative board, not 7 items including: Protecting the school’s facilities, ensuring home security school; look after students’ vehicles participating in traffic; classroom cleaning, school cleaning; commending administrators, teachers and school staff; procurement of machinery, equipment and teaching aids for the school, classroom or school administrators, teachers and staff; to support the management, organization of teaching and educational activities; repair, upgrade and build new school buildings.

The collection and expenditure of the representative board of students’ parents must ensure the principle of publicity and democracy. After spending, it is necessary to publicly report the final settlement of funds at the meetings of all parents of students and at meetings of the board of representatives of the school’s parents. There is no regulation on the average level of support funding for students’ parents.

The Hanoi Department of Education and Training has agreed in writing on the level of other revenues of the affiliated public educational institutions in the 2022-2023 school year; direct affiliated educational institutions to extend the collection time, not to collect multiple revenues at the same time. At the same time, strengthen the inspection and examination of the income and expenditure situation at the beginning of the school year at educational institutions, and promptly correct the situation of over-collecting and illegal collection of amounts.

People’s Committees of districts, towns are responsible for promulgating documents guiding the strengthening of revenue and expenditure management at the beginning of the school year for affiliated educational institutions; agree in writing on the rate of collection of other revenues from public educational institutions. At the same time, direct the affiliated educational institutions to extend the collection time, not to collect multiple revenues at the same time; strengthen the inspection and examination of the income and expenditure situation at the beginning of the school year; promptly correct the situation of excessive collection or collection of illegal amounts; strictly and promptly handle the principals of educational institutions that do not comply with regulations.

The People’s Committees of districts and towns shall publish hotlines for learners, learners’ parents and people to promptly report issues related to education and training in the 2022-2023 school year.
