On the morning of September 8, the National Steering Committee for Natural Disaster Prevention and Control held an online meeting with ministries, branches and coastal provinces from Quang Ninh to Quang Tri to respond to Typhoon Conson.

The Prime Minister is expected to chair a meeting to respond to storms

At the beginning of the meeting, Mr. Tran Quang Hoai – Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control – said that according to the forecast, the storm will make landfall in our country around the night of Sunday (September 12) to the early morning of Thursday. two (13-9) with intensity level 10-11, shock level 13, accompanied by heavy rain on a large area.

“Especially, currently we are dealing with the COVID-19 epidemic, while responding to storms, storm affected areas and anchorage areas must have a plan to ensure safety when the storm hits. the set”.

In the North Central and Central Central regions, the early season rice harvest is underway, mOver the past few days, some urban areas have caused flooding. In mountainous areas, the water level of reservoirs is low, but the rain in the past 1 week has been over 200mm in places, so the water is in a state of saturation, the risk of flash floods and landslides exists.

If it rains 150-200mm, there will be flash floods and landslides in many places. Some reservoirs, irrigation reservoirs, and small hydropower plants may have to discharge floods. To ensure the safety of the operation and discharge system of reservoirs and flood risk in some river systems of Bang Long, Ma, Ca and some rivers in the Central region.

“Today, the steering committee met to hear preliminary developments as well as the assessment of the National Hydrometeorological Agency and the preparation work to have a scenario to agree on the response plan.

If the storm still maintains the intensity and direction of movement as forecast, the Prime Minister may hold a meeting of the National Steering Committee for Natural Disaster Prevention and Control with leaders of the commanding committees of ministries, branches and localities to respond to this storm in the coming months. Friday (September 10)” – Mr. Hoai said.

The ability to weaken when approaching Hainan Island

Mai Van Khiem – director of the National Center for Hydro-meteorological Forecasting – said:Australia 8am this morning, Typhoon Conson is active in the central Philippines, the storm is strong at level 8-9, level 11 shock.

In addition to Typhoon Conson, there is a very strong storm Chanthu operating in parallel on the outside. Because the distance is not too far, it will affect the intensity and direction of storm Conson when entering the East Sea and affecting the mainland of Vietnam.

“It is forecasted tonight (September 8) that typhoon Conson will enter the East Sea. Currently, storm Conson is located on the tropical convergence band, is under the impact of typhoon Chanthu and the subtropical high system impact. Therefore, the direction of movement is expected. Moving into the East Sea in the next 3-4 days will have certain changes,” said Mr. Khiem.

According to Mr. Khiem, currently the judgments are still scattered, there is a plan for the storm to deviate to the North Central region, there is a plan that after the storm passes through the Hoang Sa archipelago, it will weaken gradually.

Most of the options predict that storm Conson will move in the northwest direction, with a speed of 20km/h, towards the Gulf of Tonkin and the mainland of the North and North Central provinces. In terms of intensity, the strongest storm reaches level 11 when it passes through the Hoang Sa archipelago, when it gets closer to Hainan island, it will gradually weaken.

In the immediate future, Mr. Khiem suggested that in the next 2-3 days in the northern part of the East Sea, there will be strong winds of level 8, then increase to level 10-11, level 12-13. The area of Hoang Sa archipelago (Vietnam) has strong winds of level 11 on September 10, all ships must pay attention and need to have a safety plan.

“As for the impact on land, the storm is still under the impact of Typhoon Chanthu (the storm can reach level 15-16) which will affect the intensity and direction of storm Conson, so the combined calculation options, So far, the area that is likely to be impacted by Typhoon Conson from the North Central Coast to the North is likely to be impacted.

Regarding the level of influence of intensity and rain, because the storm is still far away, the calculations are still volatile, so the Center for Hydro-Meteorological Forecasting will update the impacts of storms and rain after the storm enters the East Sea. Mr. Khiem said.

Regarding the rain situation in the North and North Central, Mr. Khiem said that last night and early this morning, many places had very heavy rain, the possibility of heavy rain will last until tomorrow (September 9). The Northern Delta, Son La, Hoa Binh have places over 150mm, especially Thanh Hoa – Quang Binh 100-150mm, some places over 200mm.

Attention should be paid to the risk of flash floods, landslides in mountainous areas, and urban flooding.
